On October 31, 1994, U S NewVector Group, Inc. (NewVector) and Union Telephone Company
(Union) filed mutually exclusive Phase 1 applications for Market 721B.  On February 15, 1996,
a request was made by and through counsel of NewVector to dismiss without prejudice its
application for Block B of the Wyoming 4 - Niobrara RSA.  Accordingly, pursuant to Sections
22.128(a)(2) and Section 22.129 of the Commission's Rules, the application is dismissed without
prejudice February 26, 1996.  As a result of this dismissal, Union will be the sole applicant for
Market 721B  (See Public Notice Report No. CL-96-34 released February 26, 1996).

The above application will be available for public inspection in Room 5608, 2025 M Street, 
Washington, D.C., during the normal cellular reference room hours.  Copies of this document
