June 2, 1995 COMMERCIAL MOBILE RADIO SERVICES INFORMATION: INFORMATION ON PUBLIC ACCESS TO INFORMATION CONTAINED IN FCC FORM 175 APPLICATIONS TO PARTICIPATE IN THE AUGUST 2, 1995 BROADBAND PCS AUCTION; PROCEDURES FOR INFORMATION FILED ON DISKETTE The Commission is now accepting electronically FCC Form 175 applications to participate in the upcoming auction of licenses to provide broadband personal communications services on frequency block C. This Public Notice details the measures that the Commission will take to ensure that the public has access to all of the information contained in these applications, and sets forth certain procedures for information filed on diskette. Applicants may file applications either electronically using the Commission's wide area network (WAN) or in paper form at the Commission's offices. (Detailed information regarding the application process is contained in the Bidder's Information Package for this auction, which can be obtained by calling the Commission's contractor for this auction, Hudson & Marshall Auctioneers, at (202) 408-1322.) In either case, members of the public will be able to access the information contained in each applicant's FCC Form 175. The Commission will not, however, make any application information publicly available until all of the information pertinent to all applications is ready for release over the Commission's WAN. Thus, information with respect to paper applications will be accessible over the WAN at the same time and to the same extent as information with respect to electronically filed applications. The Commission encourages applicants to file their FCC Form 175 applications electronically over the WAN. Electronic filing offers applicants the flexibility of uploading application information prior to the filing deadline of 5:30 p.m. ET, June 15, 1995, and then updating information contained in the application until that deadline. Electronic filing also will speed the Commission's work in processing these applications. If the Form 175 is filed manually, it must be addressed to: Office of the Secretary Attn: Auction 5 Short-Form Processing Federal Communications Commission 1919 M Street, N.W., Room 222 Washington, D.C. 20554 The Commission requests that the applicant also include on a computer diskette all information contained in exhibits to the application. By so doing, manual applicants will facilitate the speedy release of the Public Notice informing each applicant of its application's status and enable the Commission to expeditiously make available complete information with respect to all applicants. In addition, applicants that include application exhibits on a diskette are relieved of the microfiche filing requirements contained in Section 24.806(e) of the Commission's Rules. If a manual applicant does not submit a diskette with its application, the Commission requests that it make sure that exhibit pages are as clean and free of marks as possible for error-free scanning. Applications filed manually will be processed into the Commission's electronic database through data entry and scanning. Copies of these applications also will be made available for public inspection at the Wireless Telecommunications Bureau's Public Reference Room. The Commission urges applicants to organize attachments to the FCC Form 175 in the manner described in the "Organizational Guidelines for Attachments to the FCC Form 175", which can be found at page 113 of the Bidder s Information Package. If an applicant files Form 175 with electronic files on a diskette in lieu of the required microfiche copies, the Commission requests that applicants submit the Form 175 attachments on a 3.5" diskette and affix to the diskette a label containing the FCC Account Number and applicant name. Files on the diskette should be provided in ASCII text format with the following naming conventions: I. If the applicant s FCC Account Number is comprised of a Taxpayer Identification Number (TIN): A. Remove the leading 0 from the applicant FCC Account Number; B. Use digits 2-9 of the FCC Account Number for the file name; and C. Use digit 10 of the FCC Account Number and the letter associated with the Exhibit for the extension.
