In this Order, we deny the request for reinstatement and additional time to construct filed on January 8, 1999 by Wireless Services of Puerto Rico (Wireless Services), with respect to the above-captioned license issued to Norman Johnson. Mr. Johnson acquired his license on June 4, 1994 and on November 8, 1998 filed an FCC Form 490 application to assign his license to Wireless Services. On May 17, 1995, however, Mr. Johnson had requested that the FCC cancel his license. Pursuant to Mr. Johnson's request, his license was cancelled on September 21, 1995. Accordingly, the assignment application was returned. 2. As explained above, Mr. Johnson's license was cancelled -- at his request -- before either the assignment application or Wireless Services' instant reinstatement request was filed. Wireless Services offers no argument that would support reinstating the license notwithstanding that it was previously cancelled at Mr. Johnson's request. Wireless Services' request is therefore denied. 3. Accordingly, IT IS ORDERED that, pursuant to section 4(i) of the Communications Act, as amended, 47 U.S.C.  154(i), and section 0.331 of the Commission's rules, 47 C.F.R.  0.331, the request for reinstatement and additional time to construct filed by Wireless Services of Puerto Rico on January 8, 1999 IS DENIED.
