                    ORDER ON RECONSIDERATION

By the Chief, Policy and Rules Branch, Commercial Wireless Division, Wireless Telecommunications Bureau:

     1.   We have before us a Petition for Reconsideration (Petition) filed by Gloria Borland Hawaii
PCS, Inc. (Borland) on October 8, 1999.  Borland seeks reconsideration of the denial of its Petitions to Deny
the above-captioned long-form applications.  Borland presents no new facts or arguments that would lead us
to change our earlier decision.  We therefore affirm our decision for the reasons stated therein.

     2.   Accordingly, IT IS ORDERED that pursuant to section 4(i) of the Communications Act of
1934, as amended, 47 U.S.C.  154(i), and sections 0.331 and 1.106 of the Commission's rules, 47 C.F.R. 
0.331, 1.106, the Petition for Reconsideration filed by Gloria Borland Hawaii PCS, Inc. (Borland) on October
8, 1999 IS DENIED.
