By letter dated May 16, 1997, MESB Services Inc. (MESB) requested reinstatement (Reinstatement Request) of the above-captioned application (Application). MESB filed the Application on July 31, 1996, for a facility to operate on frequency 158.10 MHz at Sikeston, Missouri. On December 17, 1996, the Narrowband Branch of the Commercial Wireless Division requested additional information. Specifically, the Branch requested that MESB submit the interference study required by section 22.559(a) of the Commission's rules, because MESB's Application failed to show interference-free operation in relation to the co-channel station licensed to Porter Communication, Inc. under call sign KNKP407 operating at Symsonia, Kentucky. On April 30, 1997, after not receiving the requested interference study, the Narrowband Branch dismissed the Application. For the reasons discussed below, we deny the Reinstatement Request. 2. In its Reinstatement Request, MESB states that it mailed the requested information via noncertified United States mail. However, our records reveal that the requested interference study was never received by the Commission. Therefore, MESB's Application was properly dismissed. Accordingly, we deny MESB's Reinstatement Request. 3. Accordingly, IT IS ORDERED that pursuant to sections 4(i) and 405 of the Communications Act, as amended, 47 U.S.C.  154(i), 405, and sections 0.331 and 1.106 of the Commission's rules, 47 C.F.R.  0.331 and 1.106, the Reinstatement Request filed by MESB Services Inc. on May 16, 1997 IS DENIED.
