On July 26, 1999, Commonwealth Edison Company, Duke Energy Corporation, and Southern Company (collectively, the "Utilities") filed a motion for extension of time to file comments and reply comments on the Notice of Proposed Rulemaking in WT Docket No. 99-217 and Third Further Notice of Proposed Rulemaking in CC Docket No. 96-98. On July 28, 1999, the Local and State Government Advisory Committee (LSGAC) submitted a request for extension of time to file comments and reply comments on the Notice of Inquiry in WT Docket No. 99-217. 2. Although it is the policy of the Commission that motions for extensions of time shall not be routinely granted, we find that the record for this Notice of Proposed Rulemaking, Third Further Notice of Proposed Rulemaking, and Notice of Inquiry might not be adequately developed unless additional time is granted to all interested parties to prepare comments and reply comments. Therefore, we extend the pleading cycle for the Notice of Proposed Rulemaking in WT Docket No. 99-217 and Third Further Notice of Proposed Rulemaking in CC Docket No. 96-98 to August 27, 1999 for comments and September 27, 1999 for reply comments. In addition, we extend the pleading cycle for the Notice of Inquiry in WT Docket No. 99-217 to October 12, 1999 for comments and December 13, 1999 for reply comments. 3. Accordingly, it is ORDERED that the requests for extension of time filed by the Utilities and LSGAC in WT Docket No. 99-217 and CC Docket No. 96-98 are GRANTED to the extent described above.
