Before us is a Petition for Reconsideration ("Petition") filed by Three Guys Cellcom's ("Three Guy's") on July 12, 1996, and a Supplement to that Petition filed on August 16, 1996. Three Guys seeks reconsideration of the letter from the Licensing and Technical Analysis Branch, formerly the Broadband Commercial Radio Branch (the Branch), denying Three Guy's application for an extension of time to complete construction of its cellular system. 2. Three Guys presents no new facts or arguments that would lead us to change the Branch's decision. We therefore affirm our decision for the reasons stated therein. 3. Accordingly, IT IS ORDERED that pursuant to Section 4(i) of the Communications Act of 1934, as amended, 47 U.S.C.  154(i); and Sections 0.331 and 1.106(d) of the Commission's rules, 47 C.F.R.  0.331 and 1.106(d), that the Petition for Reconsideration filed on July 12, 1996, by Three Guys Cellcom and the Supplement to the Petition for Reconsideration filed on August 16, 1996, ARE DENIED. 4. IT IS FURTHER ORDERED that pursuant to Section 4(i) of the Communications Act of 1934, as amended, 47 U.S.C.  154(i); and Sections 0.331 and 1.46 of the Commission's rules, 47 C.F.R.  0.331 and 1.46, the Petition for Reconsideration filed by Three Guys Cellcom on July 12, 1996 IS DISMISSED AS MOOT.
