      KAREN GULICK JOINS THE WIRELESS TELECOMMUNICATIONS BUREAU 
              AS ASSISTANT BUREAU CHIEF; WTB CLARIFIES 
                 FRONT OFFICE POLICY RESPONSIBILITIES

     Karen Gulick has been named Assistant Bureau Chief of the FCC's Wireless
Telecommunications Bureau.  Ms. Gulick replaces former Assistant Bureau Chief Jennifer
Warren, who left the Commission on September 20 to join Lockheed Martin.

     Prior to her appointment in the Wireless Bureau, Ms. Gulick served as an interim Legal
Advisor to Commissioner Susan Ness.  Prior to her work with Commissioner Ness, she
worked in the Office of General Counsel as Special Counsel to General Counsel William E.
Kennard.  In the Office of General Counsel, her responsibilities included appellate litigation
and legal advice on administrative and constitutional law.  Ms. Gulick joined the Commission
in 1995.  

     Ms. Gulick previously practiced law in the Washington office of Latham & Watkins,
where she worked in the litigation and communications practice groups.  From 1993 to 1994,
she was a law clerk to Judge Jane R. Roth of the U.S. Court of Appeals for the Third Circuit. 
Ms. Gulick received her law degree from Yale Law School and her B.A. in History from
Stanford University.  

     In light of Ms. Warren's departure, the Bureau Front Office policy responsibilities
include:  

       Gerry Vaughan, Deputy Bureau Chief, oversees the Bureau's Policy Division, 
     Auctions Division, Licensing Division and Customer Services Division; 
     
       Roz Allen, Deputy Bureau Chief, oversees the Commercial Wireless Division,  
     Private Wireless Division, Enforcement Division, the Wireless Facilities Siting Task 
     Force and coordinates with the Office of Legislative and Intergovernmental Affairs;

       Karen Brinkmann, Associate Bureau Chief, coordinates with the Common Carrier 
     and International Bureaus, and assists with general policy review and planning;
     
       Karen Gulick, Assistant Bureau Chief, coordinates with the Commissioners' offices 
     and the Commercial Wireless Division;

       Elizabeth Lyle, Senior Legal Advisor, coordinates with the public interest and 
     disabilities communities and the Policy Division; 

       D'wana Speight, Legal Advisor, coordinates with the Office of General Counsel,  
     the Auctions Division and the Private Wireless Division;

       David Wye, Technology Policy Advisor, coordinates with the Office of Plans and 
     Policy and the FCC's Spectrum Coordinating Committee; 

       Tom Stanley, Chief Engineer, coordinates with the Office of Engineering and 
     Technology, the Interdepartmental Radio Advisory Committee (IRAC), and handles 
     preparation for the World Radio Conference; 

       Walt Strack, Acting Chief Economist; 

        Sande Taxali, Policy Advisor, coordinates with the financial and business 
 communities and assists with auctions issues [he replaces former policy adviser Jay 
Markley]; and, 

       Kara Palamaras, Press Assistant.
