The file ELEMENT9.EXE is a self-extracting ZIP file containing
the entire Commercial Operator License Examination question pool
for element 9 (GMDSS Radio Maintainer License).  Place it in
its own directory and at the DOS prompt type

ELEMENT9

followed by pressing the Enter key to create the files containing
the element 9 question pools and related figures.  The question
pool files are in ASCII text format and the figures are in BMP
format.
