The file ELEMENT3.EXE is a self-extracting ZIP file containing
the entire Commercial Operator License Examination question pool
for element 3 (General Radiotelephone).  Place it in
its own directory and at the DOS prompt type

ELEMENT3

followed by pressing the Enter key to create the files containing
the element 3 question pools.  All files are in ASCII text
format.
