The file ELEMENT1.EXE is a self-extracting ZIP file containing
the entire Commercial Operator License Examination question pool
for element 1 (Basic Radio Law and Operating Practice).  Place it in
its own directory and at the DOS prompt type

ELEMENT1

followed by pressing the Enter key to create the files containing
the element 1 question pools.  All files are in ASCII text
format.
