Having written a thesis on neighborhood radio some twenty years ago now, I applaud your efforts for creating a new class of low-power FM stations. I believe that the 1000 watt stations would be to large ( offering needless competition with the cuurent commercial broadcasters), that the 10 watt stations would be too small (why bother), and that the 100 watt stations would be just right. With a 3+ mile radius and the waived staff engineer requirement, I believe the option would afford a highly localized format for our high density metropolitan areas and could easily swing being supported as a non-profit community asset. Let me know when I can apply for a license, I will be one of the first in line.
