With regard to the NPRM for the creation of a Low Power FM broadcast license: I support the creation of a 1-10 watt class of Low Power FM broadcast license. I wish to congratulate the FCC for taking this action. I support the licensing of Individuals in addition to businesses and non-profit organizations at the 1-10 watt level. Consistent with the low power level involved, this license class should have the absolute minimum possible licensing requirements and cost. I believe that local programming should be a priority in the licensing process. Licensees should be residents of the community in which they are licensed. Low power broadcasting is not a hazardous activity. There is nothing to loose and everything to gain by allowing the public to express their free speech rights through easy access to the broadcast airwaves. I am deeply concerned about the NAB's attempts to apply political pressure on the FCC and the Congress to preserve the money-making monopoly of its members. I believe preserving wealthy broadcasting monopolies is contrary to the Communications Act of 1934 as amended. It is the FCC's responsibility to defend the people's right to use the airwaves from this privileged group of wealthy broadcasters. Thank you for your attention in this matter.
