Regarding the recently issued Notice for Proposed Rulemaking(99-25),
I believe that the licensing of Low Power FM Radio Stations could
make the medium of radio more democratic. Currently, there are
relatively few commercial-free, community-based radio stations in New
York City that directly address the issues that its listening
community finds important. By making community-based radio possible,
i.e. issuing licences on a non-auction basis, the FCC will be making
a decision that truly serves the public interest. I strongly urge
the FCC to make Low Power FM both available and accessible to the
public.
