Your solicitation of input is most appreciated, and my suggestions are as follows: 1. Provide only one license category: Amateur radio Operator(ARO) 2. Open all voice bands for ARO communications. 3. Provide a Morse Code endorsement, allowing ARO code communications on all designated Morse frequencies. 4. Establish four levels of ARO code endorsement:Technician(5 wpm), General(10 wpm), Advanced(15 wpm), and Extra(20 wpm). 5. Require retesting for ARO endorsement privilege at time of 10 year license renewal. 6. Place greater emphasis upon theory and practice and less upon frequency and formula in the ARO license testing.
