Dear Ms. Salas, 

In the matter of 1998 Biennial Regulatory Review-Amendment of
Part 97 of the Commission's Amateur Service Rules, FCC WT Docket
98-143, I would like to comment on the following.

I would not welcome any changes in the licensing structure of
amateur applicants.  Please do not relax code speed requirements
or the degree of difficulty in written examinations.

I would regard any such changes with the same disgust as I have
regarded the dumbing down of public school tests in order to pass
minorities.  We have already tried radio for the unwashed, and we
all know what has happened with this experiment called Citizen's
Band radio.
