I feel you should reduce number of licenses. 1) I feel you should combine Extra and Advanced 2) Keep General the same 3) combine Novice and Tech 4) keep no code Tech the same. As far as code speed keep 5-13-20 wpm. As far as written Elements combine Elements 2-3A-3B and combine 4A-4B. So instead of 5 written test you will have 2(element 2-3). To get a No-code license a person should pass written Element(2-3A-3B)now Element 2 to upgrade to Tech . A person should pass 5 wpm, then to upgrade to general a person should pass 13 wpm. Now to upgrade to extra a person should pass written elements (4A-4B)now Element 3. This is how you should structure the new system: Extra: Element(4A-4B) now 3 Plus 1C 20 wpm General:Element 2 plus 1B 13 wpm. Technician:Element 2 Plus element 1A 5 wpm Digital: written element(2-3A-3B)now 2. I Do not feel that you should eliminate 13-20 wpm. I feel it would be wrong to do away with code speeds.
