1 September, 1998 In the matter of 1998 Biennial regulatory Review-ammendment of Part 97 of the Commission's amateur service Rules, FCC WT Docket 98-143 To the Commission: Thank you for the opportunity to address the above referenced Docket 98-143. I have read the forty-four items in a reprint. The following is a summary and suggested conclusions: 1. Continue to promote Amateur radio as a hobby and to assit local officials during times of requested communications services, i.e. Emergency, etc. 2. The FCC suggested classes of licensing is appropriate. 3. "SUNSET" of RACES will not hinder Emergency communications. 4. The following is suggested: A class 20 wpm CW + technical B class 13 wpm CW + techmical C class 5 wpm CW + technical D class no CW, technical and Rules as required by the FCC. The following should be considered: The new Class D "NO CODE" should be allowed all modes above 50 Mhz, so that in the future those who desire can upgrade.
