I hold a "No Code Tech" license.  I have been an operator for
about three years. I think a system with the basic four levels is
a good one. (Tech, General, Advanced and Extra). The code element
I think should be optional for the lower two and mandatory for
the upper two: 5 to 8 wpm for Tech(optional), 8 to 13 for
General(optional),  8 to 13 for Advanced (mandatory),  13 wpm
(mandatory) for Extra. This allows the "tone deaf" to participate
and also preserves the tradition of Ham Radio. The CW band
privileges would apply as they do now for Novice,
General, Advanced and Extra class licensees.
