I am not an Amateur radio operator but have been interested in
becoming one someday.  I feel that a no-code license is still
appropriate for entry level. As far as the entry level written
exams are concerned, I would like to see even more emphasis on
rules & regs, proper operating procedures and less emphasis on
electronic theory.  I think that a less hassle license would
attract more interested individuals.
