I do see the need to reorganize the amateur licensing structure but feel there could be an easier way. Why not change the Novice and Tech licenses? Call the no-code tech the Novice class and make the Tech Plus just Technician. The Structure would be the same as it was before the no-code came into being. This would avoid alot of confusion. As for the Morse code requirements I feel there is no reason to lower the standards. I have earnet? My Extra class license by spending long hours studying the code. I really wanted to make it so I let nothing stand in my way. I feel anyone can do 20 words per minute if they spend the time. The people who want to lower the standards for Extra class are just not ready to commit themselves to do the work. Lets face it, it is only 25kHz on a few bands.The Extra is more of a prestige license for those who are commited to doing the work.
