I support the FCC's proposal in full.  The commission in keeping
the graded system of licenses maintains the incentive to improve
ones operating skills and technical skills with the reward of
additional privileges.  I believe the ARRL proposal was more
aimed at getting new members and not improving the service. Morse
code should still be on of the steps that an amateur should
master. This also helps filter out individuals looking for a
license without mastering any skills.

Thank you for your work on this proposal and I once again support
the FCC proposal fully.   Thank you for your time.
