Proficiency in morse code should no longer be a determining
factor for amateur radio testing. If code must be used, the
requirements should be at least lowered.  5 wpm for general and
13 wpm for higher classes might be an option. Current tech plus
holders should be given a general ticket by simply passing the
written portion of the test.
