Dear FCC My name is John McClary, callsign KD4AFW, and I would like to make a few comments on NPRM 98-143. I am in favor of the restructuring plan drawn up by the ARRL in regards to this NPRM. Their ideas on reducing the Morse code requirement for access to the HF spectrum is very much in line with today's technology trends. Morse shall forever remain a part of Amateur heritage, but the Service has outgrown the need for such high requirements. Instead of high code requirements, lets raise the skill level required to pass the written elements. No more multiple choice "memory tests". Also as part of this process, I would be in favor of having the old novice band left as a 200 watt maximum output "window". In regards to enforcement, I think things would work as they are if the Commission had the funds to work with. These should come from application fees. We all want cleaner, friendlier spectrum to operate in, and I am willing to pay my share to help do just that. If an Amateur can afford the price of a new radio, he or she could surely come up with $50.00? to file a 610 form. A certain & of the revenue generated from the fees should be dedicated for enforcement. Thanks for the opportunity to comment on NPRM 98-143. 73, John McClary
