In reference to the proposed changes to the Amateur Radio Licensing structure, I basically agree with the direction taken by the FCC. I have a couple of thoughts. Do not dismantle the cw only portions of the current frequencies. CW is a haven for those who cannot afford state of the art transceivers and/or amplifiers or who chose to build and operate "homebrew" equipment. Some, because of covenants, are not allowed to erect large towers and antenna arrays. Frequently these amateurs are relegated to running low power and less than ideal antennas. These frequencies give these amateurs somewhere to operate which serves to enhance their readiness in times of emergency. Secondly, I would like to propose a time in grade stipulation be placed on amateurs desiring to upgrade past general. Advanced class and Extra class licensees should have some level of experience in the hobby. They should be looked to for leadership. The "instant" Advanced and Extra class licensees have little or no experience in the hobby and, in my opinion, cannot be relied upon in emergencies to know how to build/erect an emergency antenna or put together an emergency station and get it on the air. Not that every Advanced or Extra has these skills, nor that no Technicians or Generals can provide this expertise. But allowing Technicians and Generals to '1 age '1 a bit in the hobby before being allowed to upgrade would serve to give them more experience with these situations and perhaps be able to provide more guidance to others.
