I am in favor of simplifying the structure of the amateur rules
and license classes.

If you can reduce the morse code requirements you may alienate a
few while gaining the favor of many.

Removal of the ambiguities of the novice and tech classes should
help in the overall plan.  Opening the bands to novices on CW at
reduced power levels should also help participation.
