Here is the note I sent concerning WT Docket 98-143:

I have a handicapped friend who is preparing to take the Amateur Radio
License exam. He is opposed to any changes in the licensing procedure as he
fears it will make it more difficult for handicapped people to pass the
licensing examinations. He asked me to make you aware of his concerns over
this NPRM.
