This is a proposal I can live with.  I would rather see CW requirements
eliminated all together, but this is a good compromise.  I passed my Element
3A several years ago solely to get some HF privileges so I could communicate
with my oldest step-son who was in the Army at that time.  I would be hard
pressed to actually use that now.  However, I would be willing to go through
the learning curve again to upgrade my privileges, even though they would
already take a leap forward with the proposed changes to the rules.  I
believe that these changes will help Amateur Radio to attract new people and
to promote advancement of many of those who are already a part of the hobby.
