January 19, 1999 ROSALIND ALLEN TO BECOME DIRECTOR OF LEGAL ANALYSIS IN THE OFFICE OF PLANS AND POLICY Rosalind Allen will be joining the FCC's Office of Plans and Policy as Director of Legal Analysis. In her new role, Allen will work on agency-wide issues that cut across industry and regulatory boundaries including mergers, competition and convergence. "Roz has substantial management and policy expertise with telecommunications and competition issues and I'm pleased she has agreed to take this position," said Chairman William Kennard. Since January 1996, Allen has served as Deputy Chief of the Wireless Telecommunications Bureau. In this role Allen oversaw the Bureau's Commercial Wireless Division and the Public Safety and Private Wireless Division and also served as Senior Policy Advisor to Bureau Chiefs Michele Farquhar and Dan Phythyon. Allen previously served as Chief of the Wireless Bureau's Commercial Wireless Division and has served in various other positions in the Wireless Bureau since joining the FCC in 1987, including interim legal advisor to Commissioner Ness. Additionally, in her new role Allen will continue to serve as the Commission's Liaison to the Local and State Government Advisory Committee (LSGAC). Chairman Kennard named Allen as the LSGAC liaison in March 1998. In this role Allen serves as the Commission's primary contact for issues that involve local and state governments. In her role as LSGAC liaison Allen helped facilitate the August 1998 historic agreement by local and state governments and wireless industries on facilities siting issues. Prior to joining the Commission in 1987, Allen was engaged in the private practice of law at Reed, Smith, Shaw & McClay, where she specialized in communications and intellectual property law. Allen graduated with a J.D. from Georgetown University Law Center in 1981. She received her B.A. in English and Biopsychology cum laude from Vassar College in 1978 where she was elected to membership in Phi Beta Kappa. She lives in Potomac, Maryland with her husband John and her daughters Rachel and Nora. -FCC-
