December 9, 1998 NEW PROCEDURES FOR SERVICE OF LITIGATION-RELATED DOCUMENTS ON FCC GENERAL COUNSEL AFTER MOVE TO PORTALS On December 11, 1998, the Office of General Counsel will move to the Portals Building. The move affects the way in which court pleadings are served on the agency. In particular, messengers will no longer be allowed to carry hand-served materials directly to the General Counsel's Office, but will be required to deposit such items with the Package Drop Off Room located at the 12th Street Entrance (the main entrance) in Room TW-A306. Section 1.13 of the Commission's rules currently governs the filing of petitions for review and notices of appeals of Commission orders. Under section (a)(1) of that Rule, litigants wishing to avail themselves of the procedures governing venue of petitions for review filed in multiple circuits must file their petitions with the General Counsel in Room 614 of 1919 M Street. After the move to the Portals and until further notice, the filing requirement will be satisfied by having the petition for review hand-delivered to the Package Drop Off Room and time-stamped upon delivery. All elements of the rule other than the place for filing remain in effect. We request that all hand deliveries to the Litigation Section of the General Counsel's Office that pertain to litigation matters be marked "LITIGATION MATERIAL" on the outside of the envelope. For emergency petitions for relief, including all stay requests, mandamus petitions, or other forms of emergency relief, we ask that the outside of the envelope be marked "URGENT" in addition to being identified at litigation material.
