The Commission has under consideration two applications for review filed by Marcus Sebastian Payne seeking review of two Freedom of Information Act (FOIA) decisions of the Common Carrier Bureau (Bureau). Also under consideration is a letter from Mr. Payne, which we construe as an application for review, concerning the denial of his request for a FOIA fee waiver. 2. Mr. Payne's FOIA requests sought various records concerning Vanguard Cellular Systems, Inc. In his applications for review, Mr. Payne generally asserts that the Bureau has engaged in a conspiracy with Vanguard and has failed to provide him with all of the records he seeks. The Bureau's decisions indicate, however, that Mr. Payne has been provided with all records in the possession of the Commission that are responsive to his FOIA requests. Mr. Payne also asserts generally that the Associate General Counsel's denial of his fee waiver request was not legally justified. We have reviewed the decision and find that the decision denying a waiver was fully supported by law. We therefore deny the applications for review. 3. Accordingly, IT IS ORDERED that the Applications for Review ARE DENIED. Judicial review of this action may be sought pursuant to 5 U.S.C.  552(a)(4)(B). 4.
