Washington, D.C. 20554 FCC 98-84 Released: May 8, 1998 COMMISSION PROCEEDING REGARDING THE PERSONAL ATTACK AND POLITICAL EDITORIAL RULES The Commission has before it a rulemaking proceeding regarding the possible repeal or modification of the personal attack and political editorial rules, 47 C.F.R.  73.1920, 73.1930, 76.209(b), (c), (d). See Notice of Proposed Rulemaking, Gen. Docket 83-484, RM- 3739, 48 Fed. Reg. 28295 (June 21, 1983). On August 8, 1997, the Commission, which then consisted of four members, announced that it was unable at that time to reach any resolution of the issues presented in this docket. Since August 1997 there has been a substantial change in the membership of the Commission, which now has five members. However, one Commission member (Chairman Kennard) is recused from this proceeding. After extensive discussion and consideration of various alternatives, a majority of the participating commissioners again is unable to agree upon any resolution of the issues presented in this docket.
