Since the carriers are allowed to provide nonregulated services the Commission must establish a mechanism to prevent carriers from imposing on ratepayers the costs and risks of nonregulated service. The cost allocation manual is reviewed by the Commission to ensure that all costs are properly classified between regulated and nonregulated activity.
