                       Manual and Electronic Filing

                                                            
This Public Notice is to inform bidders who plan to participate in the Block C Auction that
the Federal Communications Commission is preparing procedures to enable bidders to file
applications electronically.  You will be notified of specific procedures in a subsequent
Public Notice and/or in the Bidders Package.

If you choose to file manually, there is a new FCC Form 175 to be used for entry into the
auction.  This new form is marked revised 1/95 in the lower right corner.
