NEWS April 5, 1996 JENNIFER WARREN AND ELIZABETH LYLE JOIN THE WIRELESS TELECOMMUNICATIONS BUREAU FRONT OFFICE STAFF; ROSALIND ALLEN AND KAREN BRINKMANN PROMOTED Acting Wireless Telecommunications Bureau Chief Michele Farquhar has named Jennifer Warren as Assistant Chief of the Wireless Telecommunications Bureau and Elizabeth Lyle as Senior Legal Advisor to the Bureau Chief. Also, Rosalind Allen has been promoted to Deputy Bureau Chief and Karen Brinkmann has been promoted to Associate Bureau Chief. Warren is responsible for legal and policy issues arising out of the Commercial Wireless Division and will advise the Bureau on international policy matters in coordination with the International Bureau. Previously, she served as Senior Legal Advisor to the FCC's International Bureau Chief. Lyle's responsibilities will include coordinating enforcement, disability access and educational technology issues for the Bureau as well as overseeing consumer and Congressional outreach. Before joining the FCC, Lyle served as the Director of NII Initiatives in the National Telecommunications and Information Administration. Allen's new responsibilities include managing the Bureau's policy and rulemaking activities, and ensuring consistency in the development and implementation of wireless policy. As Associate Chief, Brinkmann will concentrate on implementation of the recently enacted telecommunications reform legislation, particularly policies and rules designed to enhance commercial mobile services competition and competition between wireless and wireline services. She will also serve as the Bureau's primary liaison with the Common Carrier Bureau and state and local governments.
