NEWS February 29, 1996 ELLIOT E. MAXWELL NAMED DEPUTY CHIEF, OPP Elliot E. Maxwell has been named Deputy Chief of the FCC's Office of Plans and Policy. He is rejoining the Commission from the Department of Commerce where he has spent the last two years as Director of International Technology Policy. In that position he has led efforts to ensure that U.S. international policies serve to promote the development and diffusion of U.S. technology and to increase the access of U.S. private sector firms to foreign technology and foreign government technology programs. He previously worked at the FCC as Special Assistant to the Chairman from 1978 to 1980 and as Deputy Chief, Office of Science and Technology (now called Office of Engineering and Technology), from 1980 to 1981. Before joining the Department of Commerce, he spent nearly ten years working for Pacific Telesis Group in San Francisco supervising multidisciplinary staff charged with integrating business, technical and public policy planning. Chairman Reed Hundt said, "I am enormously pleased to be able to get Elliot to rejoin the Commission. He not only is an internationally recognized expert on telecommuications policy but he also has a broad understanding of technology and business strategy that will be invaluable in helping us implement the new telecommunications law." Maxwell received his B.A. cum laude from Brown University and his J.D. from Yale University where he was a member of the Yale Law Journal Board of Editors.
