                   Review Board Refers Comparative Cases

                                       
     Pursuant to the Commission's Public Notice, FCC 94-41, dated
February 25, 1994 ("FCC Freezes Comparative Proceedings"), the
Review Board is referring all pending comparative proceedings,
except those in which consideration of the applicants' comparative
qualifications is unnecessary to resolve the case,  to the Chief
Administrative Law Judge for the appointment of settlement judges. 
The judges will have authority to convene conferences to explore
the possibility of settlements. 

     The Board, however, in accordance with the Public Notice,
retains jurisdiction over the proceedings and will act on any
settlements that are submitted consistent with the Commission's
current policies governing such settlements.
