February 22, 1994 DONALD H. GIPS NAMED DEPUTY CHIEF,OFFICE OF PLANS AND POLICY Donald H. Gips has been named Deputy Chief of the Office of Plans and Policy. His responsibilities will include oversight of the spectrum auction planning and education and other telecommunications issues. Gips previously served as Engagement Manager at McKinsey & Company, where he helped a variety of large, private sector companies to design and implement strategies for major organizational change. Don has also worked for a variety of government and community organizations. He served as Executive Assistant to the Director of the 92nd Street Y, New York's largest community-based non-profit organization; Senior Policy Analyst for the Mayor of New York City's Transportation Office; Operations Manager for the 1984 Bill Bradley Senate campaign; and as a Rockefeller Fellow. Gips graduated magna cum laude from Harvard University and received a Masters degree in Public and Private Management from the Yale School of Organization and Management. He was also selected for the CORO Foundation Public Affairs Fellow Program. "Don's management and organization experience will add tremendous value to our implementation of the spectrum auction process in the short term and to our long range planning in a host of areas," said Chairman Reed Hundt.
