Powell has appointed Jeffrey J. Carlisle Senior Deputy Chief of the Common Carrier Bureau, effective June 11, 2001. In announcing the appointment, Chairman Powell said, "I am delighted that Jeff will be joining us as a senior member of our team. His depth of understanding of telecommunications matters will make him a valuable addition to Dorothy Attwood and the Common Carrier Bureau as they grapple with the myriad of issues facing the Bureau and the Commission." Carlisle currently is in private law practice, specializing in commercial transactions and regulation of data and telephone carriers. He also is vice president for interconnected services and regulatory affairs at INLEC Communications, Inc., a Philadelphia-based company that constructs and manages broadband infrastructure within residential apartment buildings across the country. Previously, he was an associate with the Washington, DC, law firm of O'Melveny & Myers, where he focused on telecommunications mergers and acquisitions and competitive entry into local exchange markets. Carlisle received a B.A. in History from the University of California, Los Angeles, an M.A. from The Fletcher School, and a J.D. from Boalt Hall, University of California, Berkeley.
