Kennard, chairman of the Federal Communications Commission (FCC), told an industry group that “ As the Internet migrates from the personal computer into web-enabled wireless devices, spectrum scarcity has emerged as a major ‘gating factor’ in the New Economy.” He said this in an address delivered at the opening session of the Industrial Telecommunications Association’s Private Wireless Spectrum Management Conference and Exposition in Washington, DC. The Association presented Chairman Kennard with its ITA/Radio Resource Magazine Award for Outstanding Contribution to the Private Wireless Industry. Chairman Kennard was selected for the award because of his leadership in expanding access to critically needed spectrum for the private wireless industry, particularly through the creation of Guard Band Managers and the proposal of the Land Mobile Communication Service.
