THOMAS POWER NAMED SENIOR LEGAL ADVISOR TO CHAIRMAN KENNARD


William E. Kennard, chairman of the Federal Communications Commission (FCC), has named Thomas Power to be his Senior Legal Advisor effective June 1. Power has served as Legal Advisor to the Chairman on common carrier issues since November 1997. As Senior Legal Advisor, Power will concentrate on mass media and cable issues.

Chairman Kennard said, "Tom has been with me since I became Chairman and has been invaluable. He is a witty policy wonk. His sense of humor makes it easy to work through the tough issues with him. He will make an excellent Senior Legal Advisor. Given the depth of his experience in common carrier and cable issues, Tom also will be my key advisor on broadband policy and Internet-related matters."

Power has been with the Commission since November 1994. In the Cable Services Bureau, Power served as Assistant Chief of the Policy and Rules Division. In that position, he was involved in a variety of adjudications and rulemakings, and was heavily involved in matters relating to small cable systems, the cable cost-of-service rules, and implementation of the cable reform provisions of the Telecommunications Act of 1996. Power also worked on cable-related aspects of the Local Competition Order.

In March 1997, Power joined the Common Carrier Bureau as Chief of the Legal Branch in the Competitive Pricing Division. In that role he was involved in the development and implementation of rules and policies governing pricing and tariffing of telecommunications common carrier services. He worked extensively on pricing-related issues arising out of the Local Competition Order.

Before coming to the Commission, Power was a partner in the Washington, DC, office of the law firm of Winston & Strawn where he practiced communications law. In private practice, Power represented various multichannel video programming distributors on regulatory, litigation, and transactional matters and counseled financial institutions as to the impact of federal regulation on investments in the cable industry.

Power received both his B.A. and J.D. degrees from the University of Virginia.
