Small businesses will be helped through loans, equity investments and technical assistance. The Fund is capitalized by the interest earned from the upfront payments bidders submit to participate in Federal Communications Commission's (FCC) auctions. TDF currently has $21.9 million in its  Y-capital account. xDon Cornwell, Chairman of the TDF Board and CEO of Granite Broadcasting Corporation said, "I am pleased to announce the selection of Ginger Lew as the first member of the team we select to lead the Telecommunications Development Fund on the very important mission of helping small businesses gain capital to compete in the telecommunications market." Ms. Lew will develop and oversee TDF's application procedures and criteria for loans, equity investments and technical assistance. xTDF is run by a sevenmember Board of Directors. Four Directors are from the private sector: Don Cornwell; Thomas Hart, Vice Chairman, Partner, Ginsburg, Feldman & Bress; Richard L. Fields, Managing Director of Allen & Company, Incorporated; Debra L. Lee, President and Chief Operating Officer of BET Holdings, Inc.
