The site will become a more clear and logical introduction to the FCC, to the documents available, and to additional information sources. The topics below show the proposed toplevel structure for the internet. yOx For New Visitors This is a general description of the FCC Internet site, how it is organized, and where to get help. It describes the directories and documents, and what type of information is available. It will also be a reference to other online yO-resources. A date associated with the file name will indicate when this file is updated. xx yO /New on the Net This is a dynamic directory, and will be updated at least once a month or when changes occur in the Internet site. The date associated with the file name will indicate an update. The directory tells about new services or developments in the FCC Internet site. It will also include news of new releases of software or databases which yO -may not be described in a public notice. yO /Public Discussion Public discussion is the place where announcement of FCCsponsored internet discussion groups will be placed. It may include mailboxes where comments may be left on specified topics. It is also the place where the yO-archives of discussion groups will be placed. Public Discussion will also hold transcripts of panel discussions or conferences. yOh /Auctions The FCC usually has at least one very active and important issue in process, for example, Auctions. Each of these topics will have an Internet directory where related documents, files, and "Freqently Asked Question" yO-information sheets will be kept. yO /Daily Releases Daily releases includes a subdirectory for the Daily Digest and a separate directory entitled Daily Business. yO-Daily Business is a list of files made available on the internet each day. yO /Forms This will hold an electronic version of all forms filed with the FCC. The forms will not be filed here; they will only be obtained here. yO8-/ Speeches This will hold transcripts of speeches by FCC Commissioners and other FCC officials. yO The Suggestion Box This is an information file identifying mailboxes for comments from the public about the internet site, about the organization and availability of information on the site and for recommendations. yO /Commission Information yO- General information includes consumer information, facts about the FCC, reviews of plans wK_ and programs, wK_ and yO-non-technical information such as job announcements, fees information, and the phone directory. It will also contain a mailbox for questions and requests for assistance from the general public. yO@-/ Master Frequency File This will hold the master frequency data base and any associated documentation. yO - /Bureau Documents This will hold the information originated by each Bureau or Office or pertaining to them. It will hold all publicly released documents (Orders, NOI's, NPRM's, public notices, news releases, etc.). In addition it will hold other information which the Bureaus or Offices choose to make available, such as data bases, software, informal working papers or factsheets. Descriptions or the organization and responsibilities of each Bureau or Office will be found in General Information. yO%-/ FAQ Every directory would have an FAQ (frequently asked questions) file. This directory will hold a copy of each of the FAQ's found in each directory as well as an FAQ file appropriate to the top tier of the file structure. Every directory would have an index file which would serve as a table of contents. In addition, there will be a single master index of all internet files. Directories and files currently on the FCC internet site, which are not of"h)0*0*0*+" direct use to the general public or are under development would be hidden from view. All documents will be put on the internet in a format needed to maintain the integrity of the document. For example Word Perfect documents which contain footnotes or tables will be put on the internet as Word Perfect (.wp extension) only, and not unformatted text. (This means that the document will be indirectly retrievable by World Wide Web and will not be retrievable by gopher.) Documents which will suffer no loss in information and no significant loss in format will be made available in both .txt (to facilitate gopher) and .wp versions. Data bases will be made available in any generally recognized data base format and an associated infomation file will give further details for unusual situations. Long documents (in excess of about 15 pages) and composite documents (for example a Word Perfect document with graphics or database worksheets as attachments) will be placed on the internet in 'zipped' (.zip) format only and an extract (such as the title page) will be available as text. Most of the categories shown above would have sublevels. Anticipated sublevel structure would be as follows: Xx(# /Auctions (Note: other top priority Commission proceedings would be added as needed) x` ` /IVDS x` ` /PCS x` ` /Broadband x` ` /Narrowband /Daily Releases x` ` /Daily Business x` ` /Daily Digest / wKa Commission wKa Information x` ` /Hot Topics x` ` /Info Available x` ` /Facts About the Commission and its Work wKb x` ` wKc /Inspector General Reports x` ` wKd /Mission Statement x` ` wKe /Planning x` ` /5year Strategic Plan wKh x` ` /Annual Audit P wKk lan x` ` wKl /Reports x` ` wKo /Semiannual Reports to Congress x` ` wKp /Audit and Special Review Reports wKp x` ` /Organizational Structure x` ` /Calendar of Events x` ` /Commission Agenda x` ` /Phone Directories x` ` /Jobs x` ` /Fees /Public Discussion Xx/Discussion Groups(# x/Conferences (transcripts of proceedings) Xx/Comments(# /Speeches x/Hundt x/Barrett x/Chong x/Ness x/Quello x/Other"h)0*0*0*z+"Ԍ yO-/Bureau Documents x/Cable x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ x/Common Carrier x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ x/Engineering & Technology x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ x/Mass Media x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ x/Wireless x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software"h)0*0*0*z+"Ԍx` ` /Informal x` ` /FAQ x/International x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ x/Compliance x` ` /Orders x` ` /Public Notices x` ` /News Releases x` ` /Factsheets x` ` /Databases x` ` /Reports x` ` /Software x` ` /Informal x` ` /FAQ wKq The categories shown for each bureau would appear only if there were files available for that category. wKv The categories 7wKwof documents shown for each of the Bureaus 7would be interpreted as: Orders: Orders of all types (e.g. including MO&O, Report & Order, NPRM, NOI, etc.) Public Notices: Anything formally released as a public notice. News Release: Anything formally released and intended primarily for the news media (including advisories) Fact Sheets: Brief, general informal information covering issues of concern to the general public Databases: Unofficial collections of data of any sort, made publically available for convenience Reports: Unofficial studies or reports, generally issued at the bureau (or higher) level Software: Unofficial collections of software of any sort, made publically available for convenience Informal: Unoffical working papers, 'living documents', and other miscellaneous items. FAQ: Frequently Asked Questions: A Comilation of questions and answers. The public notices within each bureau would be subdivided into subdirectories according to the types of information available from the bureau, and the frequency of occurance. For example, the structure for wireless, in part, is shown below. Public notices issued infrequently would be grouped together instead of being broken into categories. The filenames within each directory or subdirectory would include an identifier number associated with the document, such as a document series number, report number or the date of issue. /Bureau Releases x/Wireless x` ` /public notices x` ` /Tentative Selectees x` ` /Sole Awardee x` ` /Settlement x` ` /Auctions x` ` /GrantsPhase I"h)0*0*0*z+"Ԍx` ` /Grants & Receipts Phase II x` ` /Informative
