                  MAJOR CHANGE ITFS APPLICATIONS ACCEPTED FOR FILING

Notice is hereby given that upon a preliminary review, the
Instructional Television Fixed Service (ITFS) applications listed
in the appendix are accepted for filing.  These applications, as
amended,  constitute a major change in their requested facilities
and require the assignment of new file numbers.  The subject
applications were filed to accommodate a settlement agreement
among applicants that have previously achieved cut-off status,
See  Public Notice Report No. 24159A, Released January 16, 1998. 
Consequently, the cut-off rules are waived for the amended
applications, and no competing applications may be filed.  See,
ITFS Second Report and Order in MM Docket No. 83-523, 59 RR 2d
1355, 1381 fn. 47 (1986).
