                  MEMORANDUM OPINION AND ORDER

By the Commission:  

     1.   The Commission has before it an application for review filed by SL Communications, Inc.
(SL) seeking reversal of the April 26, 1999, letter decision of the Chief, Video Services Division, Mass
Media Bureau, denying SL's request for reconsideration of the staff's return of SL's application for a
construction permit for a new television station on Channel 52 at Blanco, Texas.  In that decision, the
Division Chief also denied SL's request for a waiver of the Commission-imposed freeze on the filing of
applications for new commercial television stations.

     2.   SL has not specified, as required by our rules, any factors which warrant Commission
review.  See 47 C.F.R.  1.115(b)(2).  Instead, SL raises essentially the same arguments here as were raised
in its petition for reconsideration, and we have reviewed the Division's disposition of the petition and find
that its ruling was correct and that no basis exists to warrant reversal.  Moreover, the court's affirmance of
our earlier action, upon which the staff principally relied in rejecting SL's arguments, has now become final. 
SL Communications, Inc. v. FCC, 168 F.3d 1354 (D.C. Cir. 1999), petition for rehearing en banc denied
(May 27, 1999).  In addition, a Public Notice will be issued today, announcing the time period during which
SL and any other entity may file an application for the authorization to operate a new commercial television
station on Channel 52 at Blanco, Texas.

     3.    Accordingly, IT IS ORDERED, That the Application for Review filed by SL
Communications, Inc. IS DENIED.
