The Commission has before it an application filed by Montgomery Communictions, Inc. (Montgomery) for review of the June 11, 1999 letter decision of the Deputy Chief, Video Services Division, Mass Media Bureau, denying its request for reconsideration of the staff's April 9, 1999 letter decision returning an application tendered by Montgomery on August 21, 1997, for a construction permit for a new commercial television broadcast station on Channel 43, Topeka, Kansas. 2. Montgomery has not specified, as required by our rules, any factors which warrant Commission review. See 47 C.F.R. Section 1.115(b)(2). Instead, Montgomery raises essentially the same arguments here as were raised in its petition for reconsideration. We have reviewed the Division's disposition of the petition and find that its ruling was correct and that no basis exists to warrant reversal. 3.
