The Commission has under consideration an Application for Review filed January 19, 1999 by Gloria Grace Burdette II ("Burdette") and related pleadings. Burdette requests review of a December 17, 1998 letter ruling by the Chief, Audio Services Division, Mass Media Bureau, dismissing Burdette's November 9, 1998 "Petition for Reconsideration, Stay and/or other Relief" ("Petition for Reconsideration") of the October 5, 1998 grant of the above-captioned application assigning the license of KALI(AM) (formerly KRRA(AM)), West Covina, California, from KRRA License, Inc. to Multicultural Radio Broadcasting, Inc. 2. Since Burdette was not a party to the application, and had not filed a timely petition to deny the application, she was required by 47 C.F.R.  1.106(b)(1) to show good reason in her Petition for Reconsideration why it was not possible for her to participate in the earlier stages of the proceeding. The staff correctly determined that Burdette had failed to make that showing, and we uphold the staff decision for the reasons stated therein. While Burdette focuses in the Application for Review on possible violations of 47 C.F.R.  73.3613 -- allegations she only vaguely referenced in the Petition for Reconsideration -- those matters could have been raised in the initial phase of the proceeding and the emphasis on them now does nothing to invalidate the staff's decision. 3.
