                  MEMORANDUM OPINION AND ORDER

   Adopted:  September 28, 1999         Released:  October 1, 1999

By the Commission:

     1.  The Commission has before it an Application for Review filed July 9, 1998 by WIKI, Inc. ("WIKI"). 
WIKI requests review of a June 10, 1998 letter order by the Assistant Chief, Audio Services Division, Mass Media
Bureau ("staff decision") dismissing WIKI's Petition for Reconsideration and granting the application of Vernon R.
Baldwin for Station WVRB in the FM service.

     2.  The staff properly decided the matters raised below, and we uphold the staff decision for the reasons
stated therein.  There is no reason to disturb it.

     3.  Accordingly, IT IS ORDERED, pursuant to authority granted by Section 5(c)(5) of the
Communications Act, 47 U.S.C. Section 155(c)(5), and Section 1.115(g) of the Commission's Rules, 47 C.F.R.
Section 1.115(g), that the application for review filed July 9, 1998 by WIKI, Inc. IS DENIED.
