On October 27, 1999, The Commission adopted a Memorandum Opinion And Order And 
Forfeiture Order (Order) in the above-referenced proceeding.  However, the Order was 
inadvertently released on both November 1, 1999, and on November 2, 1999.  The purpose of this 
document is to clarify that November 2, 1999, is the correct release date.
