At the request of Luella Hoskins ("petitioner"), the Commission has before it the Notice of Proposed Rule Making, 14 FCC Rcd 2350 (1990), proposing the allotment of Channel 241C3 to Stanfield, Oregon, as the community's first local aural service. Neither the petitioner nor any other party filed comments reiterating an intention to apply for the channel, if allotted. 2. As stated in the Notice, a showing of continuing interest is required before a channel can be allotted, and absent such an expression of interest, it is the Commission's policy to refrain from allotting the channel. Therefore, we will dismiss the petition for rule making. 3. Accordingly, IT IS ORDERED, That the petition for rule making filed by Luella Hoskins to allot Channel 241C3 to Stanfield, Oregon, IS DISMISSED. 4.
